Terran is different in that every single vehicle–land, air, sea, Jump Gate–is controlled by a single non-law entity. In this case, "non-law" is defined as a Government office and doesn't adhere to any of the specific Triune law systems (White, Gray, or Dark), and prevents private industry from engaging in similar business practices.
The TMC doesn't exactly control vehicles, rather serves as a regulatory commission for all transportation resources and mediums. It runs all the automated highways and streetways. It regulates access to the teleport and Jump Gate networks. It maintains all roadways and sidewalks. It dictates air travel and space travel within the immediate vicinity of Terran Solar System planets. It controls and delegates how the population of the Terran Solar System moves about its areas.
As such, Karyn is soon to discover that she's used up all the teleport allotment for Lee's car for that month. All Ascension Motors vehicles, as well as other manufacturer vehicles, are equipped with the ability to teleport. They have the hardware to interface with the Jump Gate network and perform a site-to-site teleport. However, allowing free reign of this would clog the networks and drain necessary power required to operate the Gate system.
TMC sells a subscription program to the public and a subscription allotment program to manufacturers for testing. The testing allotments operate on a different network than the standard user. Users are given an allotment of 3 teleportations every three months, at the most basic plan–an equivalent of USD $100/3mos. The highest option allows up to 2 teleportations every other week at a rate equivalent of USD $1000/month. All vehicles are granted unlimited emergency teleportations, since TMC has the ability to detect adequate emergency situations directly from all vehicles on the planet. Emergency teleport is out of the user's control.
Given that fact, TMC knows exactly how many vehicles of all types are present in the Terran Solar System; how many people/entities/objects are in the Jump Gate network; how many non-TMC entities are operating within the system. It breeds a highly efficient system of mobility, which also includes a TMC public transit system to offset commercial transit systems.
While Rarnar Industries manufactures and maintain the Jump Gate technology itself, the TMC regulates access via the Gates and their associated networks. While Ascension operates interstellar travel and manufactures the large majority of spacecraft utilized, TMC regulates the interplanetary access of these vehicles.
By operating outside of the Triune, this and other Terran Government facilities escape the inherent bureaucracies and corruption found within all three law systems.
